European Forum on Digital Regulation 2025: Ibis Solutions Among Key Speakers in Budva

How can regulation keep pace with digital transformation, support innovation, and ensure a resilient infrastructure for the future? These are among the key questions shaping the modern digital landscape. They were at the center of discussions during the ITU-EKIP Regional Regulatory Forum for Europe 2025, held on 29–30 September in Budva, Montenegro, under the theme ”Building a Resilient and Human-Centric Digital World.”

The forum was jointly organized by the Agency for Electronic Communications and Postal Services of Montenegro and the International Telecommunication Union (ITU) – Office for Europe.

Over two days, representatives of European regulatory agencies, ministries, operators, academia, and industry discussed strategies and policies driving the development of the digital ecosystem across Europe — including emerging regulatory trends, universal connectivity, resilient infrastructure, investment in the digital sector, and strengthening of user rights.

A Step Closer to a More Stable Digital Ecosystem

As part of Session 2: Shaping the Future of Digital Regulation – Adapting to Emerging Trends, Challenges and Opportunities, our colleague Milovan Kovacevič delivered a presentation titled “Building Smarter Telecommunications with Agentic AI: From Automation to Digital Personas.” His talk opened an engaging discussion on how agentic artificial intelligence can enhance telecommunications operations, improve efficiency, and enable the creation of advanced digital services.

The forum also covered topics such as achieving universal and meaningful connectivity, building resilient infrastructure, accelerating investment in digital networks, and empowering users in a connected world. Special attention was given to the ITU-EMERG-EaPeReg special session, focused on public warning systems in the digital age and the potential of cell broadcast technology.

Such events represent an essential platform for cooperation between regulators, industry, and international institutions — fostering dialogue on the future of digital regulation and contributing to the creation of a more stable and efficient digital environment across Europe.
